Robin has worked in HK Government offices for 22 years and his experience and knowledge of the regulations proves invaluable in getting DCi projects approved. Schemes on which we have collaborated include the “Frog faced Fish” and ”Zest” restaurant on Wyndham street. The latter was one of the few remaining single staircase restaurants in Hong Kong, and was a delicate task for approval.

Robin Howes is a senior Building Surveyor. Upon leaving Hong Kong Government in 1996 he established the Hong Kong Office of Fire Safety Engineering Consultants [FiSEC] at the request of the U.K. Directors. In 2000 he took over Kenward Consultancy Ltd, a building surveying company. They are now combined under the company name KCL, FiSEC Ltd..

Robin’s interest in building started when he joined the Building Regulations Division of the Greater London Council in 1966, dealing with building regulations and the supervision of buildings under construction. It continued during his 22 years of employment in the Buildings Ordinance Office of the Government of Hong Kong (later the Buildings Department) where he gaining a broad knowledge of Hong Kong buildings while working in most Divisions and undertaking major secondments.

He established and ran the Building Section of Lands Department for the demolition of Kowloon Walled City and the Office of the Licensing Authority for the Home Affairs Department. He produced all work procedures, draft legislation and codes for the office together with interdepartmental liaison and guidance and training for the seconded Building and Fire Services Department staff.

These postings enhanced his management, inter-personal and negotiation skills and changed his overall management approach. They also broadened his knowledge of the Government and improved his knowledge of building construction generally and of Hong Kong buildings in particular.

Robin is now using these skills to develop KCL FiSEC Ltd. in Hong Kong and to promote the company to assist a wide client base with the complex problems of building, planning and fire. The company specializes in dealing with older buildings, regulatory bodies and the more complicated projects and issues that mainstream companies avoid.

Building Ordinance Office / Buildings Dept.
22 years dealing with all types of building in Hong Kong including new buildings, existing buildings, dangerous buildings and unauthorized building works.

Kowloon Walled City demolition.
Establishing and running the Building Section dealing with building works, inter-departmental liaison, materials clearance, security and demolition.

Office of the Licensing Authority
As Chief Officer, establishing and managing the joint Building and Fire Services Department project to upgrade all hotels, guesthouses, clubs and bed-space apartments to current standards

Hong Kong Draft Codes and Regulations
Convener / member of various committees drafting legislation on building and fire safety, construction, building control, fire and means of escape.

Building Surveying & Fire Engineering.
KCL FiSEC Ltd. deals with all types of building surveying projects including Authorised Person services, statutory advice and appeals under the Buildings Ordinance, structural & condition surveys and negotiations with Government over regulatory issues. As fire engineers the company deals with most types of regulatory fire safety matters including Fire Engineering Approach, materials testing and Licensing.

Recent work includes

  • Retained by New World Development for Authorized Person services and building consultancy purposes.
  • Authorized Person services for various alterations and addition projects and new buildings listed in the Company Profile.
  • Building appeals for major property developers for development purposes.
  • Expert witness for Buildings Ordinance disputes, defects and other Building Surveying issues.
  • Licensing works including for hotels, restaurants, schools, Places of Public Entertainment and clubs.
  • Heritage conservation works including restorations of temples and clan halls, consultancies for Antiquities and Monuments Office, ArchSD and URA.
